Lore-wise, Revenants are Daevas who broke free from the capture and subjugation of Tiamat’s Legion. These Daevas were brainwashed and experimented on, but upon their liberation, have their memories restored and return to their home in Atreia.
The update, Rise of the Revenant, also adds Telos as a new starting region. This area is exclusively accessible only to Soldiers (starting class) and Revenants (Soldiers who become Revenants after completing the requisite quests).
Also included in the update is the new Sunken Telos instance, available to two to six players level 51 or higher and accessible once per week.
